For around 25 - 40 you can get a basic tool for diagnosis etc, for about 60 - 120 you can get those features and some extras such as a scan gauge / ultra gauge.
I've got a basic one from eBay from a place called BeatTheGarage (or used to be) photos in my Gallery. Mine lets you check VIN, view codes and erase them. I missed that thread, if it's causing a code to flag up it will but if not it won't.
