My bumper is only 6 months old and already rusty. Removed old paint, looks like plastic paint directly on metal without priming.
Gave it treatment with Owatrol and Zinc, and finally black Hammerite.

The fixing device for my mud flaps are already rusty. I hate the coating of plastic over metal, it will always be moisture under the coating.
