| Use the grub screw to force the clamp to stay under the gutter. You can tighten it quite a bit and the main bolt will still pull the clamp up and tight. |

| It looks to me like all it needs is a smaller diameter O ring as the one supplied is obviously far too big. Or a flat gasket type of thing. Not that you should have to mess around like this. |

It does not need to be "spinny". It needs to spin enough to prevent turning of the steering column. Nothing more. And not everybody has fingers slender enough to get them in there.
