Update: JLR dealer has informed me that they're replacing both tail lights due to them being able to make both fail by shining bright lights on them. This is under warranty.

The part came in for my 2022 and they replaced the whole receiver unit under warranty per instructions from Land Rover. Very expensive part at $3500 but they covered it. All works perfectly now.

See my post at the end of this thread for the solution. TLDR: The cause was likely a cracked tail light lens that was allowing moisture to come into contact with part of the tail light electronics.
