I've changed two idler pulleys, tensioner pulley and the belt. Problem solved and no more whining. Thanks guys for the ideas and support.

Thanks for all the opinions. I’ve removed the belt and noise stopped. One pulley was not rotating freely.
Next step is to order the idler pulley, tensioner pulley and belt. Let’s hope that solve ...

Thanks for the input. Yeah the sound comes in correlation with rpm, doesn’t matter if car is stationary or driven.
