My 54 TD5 90 has a metallic one time click or ting from the engine on startup and the same one time click when turning the engine off. Could it be a solenoid engaging?

Have you got air-conditioning? A click like you're describing sounds like the clutch engaging/disengaging when ignition on and off with the air-con switched on inside the cabin. There can also be noisy clicks from a dual battery setup with the relay switching if it's fitted.
There are plenty of "after factory" items that may be fitted, if it's causing you concern it would be best to have a reputable garage take a look and listen Thumbs Up
