GoPro WiFi / Samsung Galaxy s4 question

Does anyone run a GoPro with WiFi and a Samsung Galaxy S4 ?
The issue I have, is with my GoPro clone (and I assume the issue would be the same as a GoPro) if I use the Wifi option and try connect to the camera the phone will not setup a Wifi connection as the phone tries to check the speed of the internet connection and as there isnt one, the phone wont connect.

Is this the same on GoPros? and if so how do you get around it ? 1999 Defender TD5 110
