It sounds like a VCV, Volume control valve. I did not have 5mph scenario, but all the other complaints are similar.

Any hints on how to solve poor fuel economy for a 2008 PUMA? Used to get 24MPG then got as low as 14MPG. Replaced fuel filter, MAF and recently the EGR crashed so it is new. Even with it went back up ...
