The Puma (surely the left hand drive versions) have from the early days an issue with left side air being warmer than right side air. Obviously not when the dial is turned to fully cold, then it should be unheated air both sides. But the issue of difference temp of left and right is a design issue.
Land Rover got many complaints and then issued service bulletin SSM39653. This was not a recall, dealers should only effect that job for customers of relative new Pumas (within the factory warranty period) who seriously complained about the issue of different heating temp between left and right side. I complained several times in the first winters, then they were ready to do work at their expense, but I told them to forget about it when I found out that it is a complete dash out job.
So in winter when driving with the Mrs. I turn the heating on to whatever is comfy for her, which then again is too warm for me at the driver side, but cracking the window open solves this.
This may only be part of your problem, as said when the temp dial is turned to cold, no heated air should come out of the vents at either side. Just in case, the link to the service bulleting is below.
It is a pretty basic fix, just taping up some of the area of the heater coil which blows air to the left side vents, almost is a bush fix, were it not that the dash has to come out fully. Which some say is easy, but when I saw below posted pic of a dash out, I decided that I could live with this design issue. Laughing

I have similar but the heat dial just spins so I assume it’s the dial which I will look at today 2008 110 2.4 XS Utility (Hagrid)

The reason that one side is cool and the other side isn't is down to the generally rubbish design of the heater matrix and is entirely normal. The water inlet and outlet pipes both connect to the left hand side of the heater matrix (as viewed from the driving position), and the majority of the flow is therefore up or down the left side of the matrix.

Since the airflow through the matrix is also not very well arranged, air through the left side of the matrix emerges through the left vents, and air through the right side emerges from the right vents. This inevitably means that as long as any hot water is flowing through the heater, the left side of the matrix gets hotter than the right side and therefore the left vents give out hotter air than the right side vents.

This is entirely normal, but to those of us who have had Landrovers for decades is strangely reminiscent of the Series 1 and 2 situation when the entire heater lived in the passenger footwell so the passenger had the hairs singed off their legs while the driver side floor froze to a sheet of ice.

The fact that the left side of your heater is getting warm is a sign that for some reason the heater valve is allowing a small amount of heated coolant still to flow through the heater, so it would be worth checking that with the cable attached the valve is reaching the fully shut position.

HAve you got air con?

A couple of my pumas have had the same issue.

HEater on hot, spin it around to cold, keeps pumping hot air out.

Switching the aircon for 10 seconds or so, cold air starts coming out.

Switch the aircon back off, everything sorted and cooler air continues.

Thanks for that, it is interesting! Shame on me, but I really do not understand why this modification will solve the problem.
- Combing fins impairs heat transfer, but why only the second row on the left side?!
- Sealing the last two rows also impairs heat transfer, but is significantly more effective.

So maybe the idea was to reduce surface of the heater to make it warmer overall when operated? Reducing surface on the right side will not solve the problem of hotter air on the right side (!). The opposite would be helpful.

In my opinion changing inlet with outlet also could make a difference because it is forced against the "natural" flow. Second, choking the outlet-flow would care for more homogeneous distribution.

Any suggestions welcome!
