why do some have side lights and indicators side by side and some vertical ? front end

Civilian vehicles had lights side by side and military were vertical, as confirmed by your pics

Lower pic appears to be a series 2 not a 2a, The panel between the grille panel and front bumper is folded on a series 2 1958-1961 and is a rounded pressed panel on the 2a 1961-1971 assuming they’re original of course. 2005 Td5 90 XS

Series II vehicles initially left the factory without indicators fitted and the front wings only had the pressed seat for the sidelight. The Optional Equipment fitting instructions for the indicators told you to fit the indicator light in place of the sidelight and cut a new hole for the relocated sidelight inboard and at the same level as the original hole, as shown in the civvy photo. Of course many were fitted differently, eg inboard of the sidelight (technically illegal), below, above, you name it. The military vehicles tended to be as shown because the number plate had three lines of 2 letters and wouldn't fit with the lights horizontal.

All of this stopped when indicators became standard and the wings were punched for both lights.

The flat aprons made it into S2a production too. The earliest examples on the S2 had a galvanised front section that was rivetted on.
