If your Defender is the 1995 300TDi as indicated by your profile thingy, then yes you can.

The legal situation is not entirely clear, but type approval mandated no spare on bonnet during the TD5 production run. It is an issue of crash protection and the risk of the spare coming through the windscreen in the event of a frontal impact.

It is for the same reason that military Defenders now use side or rear mountings, not bonnet mountings.
