When it says needs a rebuild, is it from the plaque upwards...?

I don't actually understand what is for sale ? is it so you can 'make' a tax except landy?

I think its in case you decide...mmm buy a series galv chassis without ID, and then add some panels you have...add a V5 and then you have a legit vehicle.. 1999 Defender TD5 110
